A 2018 grand jury report on the operations of the Emerald Coast Utilities Authority has finally been released. The report says the ECUA board was grossly negligent in its supervision of the former executive director, Stephen Sorrell, and called for the board to adopt term limits and better policies to oversee the executive director. Sorrell retired from the utility earlier this year. The report also says ECUA had to pay over a million dollars in attorney fees even though they won an eminent domain lawsuit, because their attorney – Bradley Odom – missed a critical deadline for filing a legal challenge. Odom has since declined to renew his contract with ECUA. The report did not find any criminal violations.
