The National Parks Service says Highway 399 – also called J. Earle Bowden Way – will open today to passenger cars only. Also today, the Opal Beach day use loop D pavilions, restrooms and parking lot will reopen to visitors. State Road 399 between Pensacola Beach and Navarre has been closed for 5 months because of damage from Hurricane Sally. Commercial and oversized vehicles will not be allowed to use the road until permanent repairs are completed. The posted speed limit will be 25 mph, dropping to 15 mph in areas where speed bumps are present. There also are several stretches of road that will require bicyclists to share the driving lanes with passenger vehicles.
